中文摘要 本文主要探討地方政府在十二年國民基本教育新課程綱要實施之前期推動任務,以宜蘭縣政府教育處為例,說明其如何以創新策略與發展計畫,協助每一所縣立學校進行學校全面改進。宜蘭縣政府教育處在2017年當中,以策動全縣100所縣立學校全面改進為目標,配合中央教育政策之十二年國教新課程綱要推動,擬定地方政府的教育願景,發展縣市地方教育局處組織內部的創新作為,以協助各校逐步建構符合十二年國教新課綱之學校本位課程。具體實踐的成果是支持每一所縣立學校在新課綱準備的參與歷程中,達成學校全面改進的教育行政目標,也同步支持地方政府的教育願景:未來八年,讓宜蘭的每一所學校都成為支持學生學習的好學校。
英文摘要 The 12-Years Basic Education Curricula Guidelines will be implemented in 2019. Before the policy is executed, every local government is responsible for implementation preparation, such as providing innovation strategies and development plans for public schools to restructure the school curriculum framework and administrative taskforces. This article takes Yilan Education Department as an example, to uncover how this county Education Department assisted 100 local schools in constructing school-based curriculum for responding to the curriculum reform. The school vision was intentionally reshaped and organizational innovation was initiated according to the vision of 12-Year Basic Education Curricula in Yilan in 2017. Because the collaboration between Yilan Education Department and the schools have made real impacts, Yilan schools will be anticipated to become “better schools for student learning”.
