中文摘要 本文以文件分析法探究英國高等教育機構、英國高等教育品質保證制度發展背景分析及英國高等教育品質保證局的相關發展與內涵,最後提出英國高等教育機構評鑑對臺灣高等品質保證之啓示,包括高等教育品質保證應回歸優質的教學及學習成果之目的、發展因地制宜的外部評鑑制度以提升高等教育機構品質保證的能力以及應有效整合外部評鑑與內部評鑑機制以達品質保證的目的,以供國內高等教育機構及教育政策制定者參考。
英文摘要 This article used document analysis method to explore and analyze the higher education institutions, the development of quality assurance of higher educational in the United Kingdom. Besides, this article also explored the development and content of Quality Assurance Agency for Higher Education in the United Kingdom. Based on these findings, some suggestions are provided as following: First, quality assurance of higher education should relate to the purpose of excellent teaching and learning outcome. Second, we should use methods in line with local circumstances of external evaluation system, and to improve the quality assurance of higher education institutions. Third, we should integrate internal evaluation with external evaluation system effectively for the purpose of quality assurance. As a result, these suggestions are provided for school leaders and policy making.
