中文摘要 針對蔡英文總統於2020年6月重申「2030雙語國家計畫」,以及將花10年營造英語生活環境之主張,本文特別盤點過去40年臺灣推動中、英雙語教育的經驗,並從學術理論與實際執行成效,對比今昔中英雙語教育之特點。有鑑於雙語教育政策常因政黨輪替而更替,造成良好雙語教育制度之中斷,本文呼籲跳脫意識型態的束縛與各自本位的政府治理心態,藉以妥善維繫雙語教育制度的延續性,繼而培育能協助國家提升國際競爭力的菁英人才。為了落實「2030雙語國家計畫」,本文建議落實制度性的英語教師培養制度與適時的在職培訓計畫、研究合格外師延聘之機制、甄選優秀公務人員仿照2005∼2007年「(哈佛)菁英領導班」設計,出國接受專業訓練,以及設立全英語電視台。臺灣未必能在2030真正成為雙語國家,但本文所提建議至少可協助國家培養深具文化素養的優秀國際人才,有效協助國家提升國際競爭力。
英文摘要 Responding to President Tsai Ing-wen’s proclamation that Taiwan will launch the “2030 Bilingual Country Project” with the goal of making Taiwan a bilingual nation within 10 years, this paper attempts to analyze and evaluate the prospect of this endeavor through the productive operation of previous bilingual education programs. In appraising the feasibility of the newly proposed national project, successes in facilitating bilingual programs and related strategies in the secondary and college levels between 1970 and 2000 are reviewed for reference to the new task. Innovative and pragmatic strategies are also proposed to help implement the “2030 Bilingual Country Project” including beefing up the English teachers’ preparation programs and in-service training curriculums, challenging overseas workshops for potential government employees, and the establishment of English TV station to serve the multiple purposes of English teaching and learning as well as enhancement of international networking. It is hoped that the proposal will help fulfill the goal of “2030 Bilingual Country Project” in maximizing learning efficacy and cross-cultural communications in the global setting.
