中文摘要 教师队伍是学校发展的第一资源。为了尊重教师个体专业能力,发挥教师群体的工作能力,进一步优化学校干群关系,需要在传统的行政管理和市场交易模式之外,增加学校教师队伍“治理”的工作方式。教师与教师、教师与学校之间要有“共同事务”,这是学校教师队伍治理的前提条件;把共同事务做好的意愿和把共同事务做好的能力,是学校教师队伍治理的目的和专业保障。为此,需要在育人使命上实施共享策略,在专业与行政冲突上实施求同策略,在教师专业发展上实施自主策略,在教师参与治理能力上实施培育策略,从而为教师和学校在达成育人使命的同时,也高品质地实现教师的专业价值和高效率地履行好学校的教育职责。
英文摘要 Teacher troop plays the most critical role in the development of a school. In order to respect the individual professional ability of the teachers, give full play to the working ability of the teacher troop, and further optimize the relationship between the cadres and the masses of the school, it is necessary to increase the working mode of the management of the school teacher troop under the traditional administrative management and market transaction mode. Teachers to teachers, teachers to schools should share some “common affairs”, which is the precondition of school teacher troop governance. The willingness and capability to accomplish common affairs are the purpose and professional guarantee of school teacher troop governance. Therefore, it is necessary to implement the sharing strategy in the mission of cultivation, the strategy of seeking common in the conflict between profession and administration, the strategy of self-determination in teacher professional development, and the strategy of improvement in teachers’ capability of participating in governance, so as to achieve the mission of cultivation for teachers and schools, as well as to realize the professional value of teachers and perform the educational responsibility of schools efficiently.
