中文摘要 「尊重」概念不僅是聯合國實施人權的基礎之一,也是人權教育和教育內容的重要內涵。本文針對聯合國教科文組織(United Nations Educationnel, Scientific and Cultural Organization, UNESCO)所倡議的「全民尊重教育」(Teaching Respect for All)計畫以及《全民尊重教育實施指引》(Teaching Respect for All: Implementation Guide)中對於尊重教育的理念與實踐進行探討,文中指出全民尊重教育應涉及的利益關係人、教育情境中常出現的歧視類型,以及改變教育歧視和尊重教育的方法。最後,本文試圖歸納出尊重教育在相關教育措施與政策制定上的建議。
英文摘要 The concept of “respect” is not only one of the foundations for the implementation of human rights by the United Nations, but also an important connotation of human rights education and educational content. This article discusses the ideas and practices in the “Teaching Respect for All” project and the “Teaching Respect for All: Implementation Guide” proposed by UNESCO. Types of discrimination, ways to eliminate discrimination in education and approaches for teaching respect are discussed in the article. Finally, this article attempts to summarize the recommendations of relevant educational measures and policy formulation for teaching respect.
