英文摘要 How to promote the pilot of the Open University during the 14th Five-Year Plan period requires in-depth consideration of the core variables that affect the development of the Open University, such as the policy environment, technological impact, and organizational change. It also requires the determination of the current policy-orien-ted, “learner-centered” approach to serving the nationwide lifelong learning in the new era of educational technology reform and community construction. Combined with the pilot practice since the establishment of the Open University, the reform and development of the Open University in the future still faces the identity dilemma, institutional dilemma, and action dilemma. To break through these three predicaments, the focus of running a well-organized open university lies in: solidify capital and prosperity to stimulate the vitality; improve the base to promote the innovation power; break through to enhance the joint force of the open university system.
