英文摘要 A survey of 3, 115 teachers in five counties in Yunnan province shows that the rotation intention of teachers in these counties is relatively low. Several factors, such as being unable to take care of children and families, the far distance and the inconvenient transportation, and the new job adaptation, are the main concerns of the teachers. It finds that the low rotation intention of these teachers has profound social and institutional reasons, such as the urban-rural dual development pattern, poor living and traffic conditions in rural areas, the shortage of rural school teachers and the poor implementation of the rotation policy. To better achieving the policy goals, county governments in western China should be committed to eliminating the structural and institutional obstacles faced by teacher rotation, exploring diverse forms of teacher rotation in accordance with local conditions, implementing humanistic management and standardizing selection procedure to the teachers.
