英文摘要 The gap between urban and rural education is a common problem that hinders the high-quality development of basic education in various countries. Faced with the severe situation of unbalanced teacher resources in urban and rural areas, the Russian launched the Zemsky Teacher plan to properly solve the key problems of "getting down, staying and teaching well" of rural teachers through transparent declaration, competitive employment, large amount incentive and process monitoring. The plan shows the action logic of accurately matching the demand and supply of rural teachers with information disclosure, stimulating the synergy of internal and external driving forces of rural teachers with improved experience, and promoting the two-way empowerment of rural education and high-quality teachers through cooperative symbiosis, which has a significant impact on teachers' professional growth, rural school development and rural education quality. Although the plan has not completed a cycle and its effectiveness needs to be tested, it is still instructive in the construction of rural education teachers and solving the problems of "selection, employment and retention" of rural teachers.
