城乡教育差距是阻碍各国基础教育高质量发展的普遍问题。面临城乡教师资源不均衡的严峻态势，俄罗斯启动“译姆斯基教师”计划，通过透明式申报、竞聘法上岗、大额度激励、过程性监控的政策部署妥善解决乡村教师“下得去、留得住、教得好”的关键问题。该计划体现出以信息公开实现乡村教师需求与供给的精准匹配、以改善体验激发乡村教师内外驱动力的协同作用、以合作共生助推乡村教育与优质师资的双向赋能等行动逻辑，对教师专业成长、乡村学校发展、乡村教育质量提升产生显著影响。虽然该计划未满一周期，成效有待检验，但其在乡村教育师资队伍建设、解决乡村教师“选、用、留”等问题上仍具有启发意义。

| 英文摘要 |
The gap between urban and rural education is a common problem that hinders the high-quality development of basic education in various countries. Faced with the severe situation of unbalanced teacher resources in urban and rural areas, the Russian launched the Zemsky Teacher plan to properly solve the key problems of "getting down, staying and teaching well" of rural teachers through transparent declaration, competitive employment, large amount incentive and process monitoring. The plan shows the action logic of accurately matching the demand and supply of rural teachers with information disclosure, stimulating the synergy of internal and external driving forces of rural teachers with improved experience, and promoting the two-way empowerment of rural education and high-quality teachers through cooperative symbiosis, which has a significant impact on teachers' professional growth, rural school development and rural education quality. Although the plan has not completed a cycle and its effectiveness needs to be tested, it is still instructive in the construction of rural education teachers and solving the problems of "selection, employment and retention" of rural teachers.
