中文摘要 教材是开展教育活动的基础要素和基本依托,对于人才培养的价值观念、知识认知与能力素养至关重要。教材无小事、教材是国是。经教材观察、访谈调查、政策分析、舆情信息等的量化研究和质性研究发现,教材治理是内容和形式相统一、价值和文化相融合、育人效益为主导的过程,我国已经基本构建了教材政策体系,形成教材治理的基本制度。教材建设过程中由于多重因素影响而面临挑战,主要表现为价值因素,价值信念导向不准;文化因素,公序良俗把握失衡;质量因素,过程控制不够精准;评价因素,监测预警机制缺失。推进教材治理体系和能力的现代化,关键是要建立健全教材价值导向审查制度,建立健全著编用全过程管理体系,建立健全常态追踪监测预警机制,建立健全终身责任追究处罚办法。
英文摘要 Textbook are the basic elements and basic support of educational activities. They are very important for the value concept, knowledge cognition and ability accomplishment of talent cultivation. Teaching material has no trivial matter, teaching material is a country. Through textbook observation, interview survey, policy analysis, public opinion information, the quantitative research and qualitative research discover, it is found that the textbook governance is the process of unity of the content and form, integration of value and culture, and cultivating people benefit as the core. Our country already built textbook policy system basically, form the basic system of textbook governance. In the process of textbook construction, there are challenges due to the influence of multiple factors, which are mainly reflected in value factors and inaccurate guidance of value belief; Cultural factors, public order and good customs are imbalance; Quality factors, process control is not accurate; Evaluation factors, monitoring and early warning mechanisms are missing. To promote the modernization of textbook governance system and capability, the key is to establish and improve the textbook value-oriented review system; establish and improve the whole process of compiling and using management system; establish and improve the normal tracking, monitoring and warning mechanism; and establish and improve the punishment method of life-long responsibility.
