The main purpose of this study is to use literature to analyze the relative concepts of educational policy legitimization. The themes of this paper include five components: first, to interpret the meaning of educational policy legitimization; secondly, to describe the educational actors (including executive branch, legislative branch, judicial branch, interest group, media& academic group); thirdly, to analyze the process of educational policy legitimization (including proposal, first reading, standing committee, second reading, third reading& president promulgate); fourthly, to analyze the legitimization of the Teacher Preparation Law; eventually, to submit the fault and solution of educational policy legitimization in Taiwan, to promote the efficiency and quality of the legislative process of educational policy making. By this article, the author hopes to provide educators that the understanding of educational policy legitimization, and can help the accumulation of educational policy academic ability.
