中文摘要 新冠病毒暴发之后,很快就传播到世界各地并导致几乎所有的大中小学校在2020年的冬、春季被迫关闭校门,转为远距离教学,给全球的教育工作者带来了巨大的挑战。在这篇文章中,作者将以洛杉矶联合学区为例,描述和探讨美国学校在应对疫情和提供线上教育的过程中出现的关键问题,检验教育领导人制定的政策和学校教师们采用的措施,评估他们是否为所有的学生提供了公平和有效益的远距离教育,并观察他们怎样关照学生家庭的基本生计、特殊需求和情感健康。作者借鉴相关的最新文献和初步的调研结果并运用比较的方法分析和诠释美国基础教育因疫情而产生的多重和复杂的问题,呼吁美国和中国的教育学者和政策制定人密切合作、交流思想,以创新的方法面对和解决基础教育目前所面临的最急迫问题。
英文摘要 The outbreak and quick spread of COVID-19 quickly shut down almost all educational institutions in different parts the world by mid-March, 2020, presenting severe challenges to educators all over the world. In this paper, the author will descry be and discuss the critical issues in crisis management and online distance education in the United States, using examples from the second largest school district in the U S. -Los Angeles Unified School District (LAUSD). The author examines the policies and strategies adopted by American educational leaders and school teachers in their efforts to provide equal and excellent online education to all the students, while addressing the basic and special needs of students, as well as their social and emotional well-being. Based on the emerging literature, initial investigations and comparative analysis, the author provides insight on the multiple and complex issues in American basic education and calls for close collaboration between American and Chinese education researchers and policy maker to exchange ideas and develop creative solutions to urgent issues in basic education.
