中文摘要 在深化对外开放背景下,职业教育国际合作是中国参与全球职业教育治理的重要途径。“鲁班工坊”作为我国最具影响的职业教育国际合作模式,是职业教育响应国家“一带一路”倡议和服务中国企业“走出去”的标志性成果。本研究以全球“鲁班工坊”为例,探寻职业教育国际合作组织之间协同发展的机制与规律,发现职业教育国际合作组织相辅相成、相互促进,存在知识溢出现象。其中,显性的空间距离和隐形的认知距离是职业教育国际合作中知识溢出的主要动力;项目建设要求的质量评估标准、教师培训的EPIP教学模式、引入第三方议事协调机构的治理方式是职业教育国际合作中知识溢出的主要途径;连锁效应、模仿效应、交流效应、竞争效应、带动效应与激励效应是职业教育国际合作中知识溢出的主要效应。
英文摘要 In the era of increased openness, international collaboration in vocational education has become a pivotal medium for China's engagement in global vocational education governance. The Luban Workshop stands as China's most impactful vocational education collaborative model, symbolizing a significant stride in vocational education as it aligns with the Belt and Road initiative and supports the international expansion of Chinese enterprises "going global". This study examines the Luban Workshops' global implementation as a paradigm, investigating the dynamics and principles governing the collaborative development among international vocational education partnerships. The research uncovers that these international cooperative bodies in vocational education can mutually enhance each other's capabilities, leading to a phenomenon of knowledge spillover. The primary drivers of this spillover within the realm of international vocational education cooperation are the explicit spatial distances and the implicit cognitive distances between entities. The study identifies three primary pathways for knowledge spillover: the diffusion of quality assessment standards arising from project-based requirements, the transfer of the EPIP teaching methodology through teacher training programs, and the dissemination of governance practices by incorporating third-party deliberation and coordination bodies. The research further delineates six main effects attributable to knowledge spillover in the context of international vocational education cooperation: the chain effect, imitation effect, exchange effect, competition effect, driving effect, and encouragement effect. These effects collectively facilitate the propagation of knowledge and best practices across borders, enhancing the overall quality and impact of vocational education globally.
