國際分校指的是一所大學離開母國到其他國家開設實體分校，為跨國高等教育的一環。本研究以澳洲皇家墨爾本理工大學（以下簡稱RMIT大學）越南國際分校為例，進行政治、經濟、社會與科技（PEST）分析，並且以機構差異與不確定模式分析此國際分校所處的發展階段狀態。在結構上探討了國際分校的現況統計、國際分校設立的因素與模式、RMIT大學越南國際分校的成立背景與現況、PEST分析，以及機構差異與不確定模式分析。本研究分析RMIT大學越南國際分校具備一定程度的大學自主，因為越南的政治、經濟、社會與科技的現況使得RMIT大學具備相對優勢，越南的地理位置也有助其國際化發展，RMIT大學越南國際分校的發展逐漸由侷限階段，進入調整階段，並以轉移階段為積極目標。

International branch campus is the actual education entity that is established by one university in one foreign country. International branch campus is part of transnational higher education. This article uses RMIT-Vietnam as an example. This article utilizes PEST analysis and the model of institutional distance and uncertainty to explore the development of RMIT-Vietnam. The content of this article describes the current statistics of international branch campuses worldwide, rationales and models of international branch campuses, the background information of RMIT-Vietnam, political, economic, social, and technological (PEST) analysis, and institutional distance and uncertainty analysis. This article highlights a significant autonomy is possessed by RMIT-Vietnam. RMIT-Vietnam has relative advantage in terms of economic, social, political, and technological factors. The geographic location of Vietnam can strengthen RMIT’s internationalization efforts in Asia. The development stage of RMIT-Vietnam is moving from hedge to adapt. Transfer is its ultimate goal.
