没有边界、服务人人、适需质量、人文情怀是新型高等学校的理想。秉持理想，立足现实，开放大学努力探索建设新路，基本实现了大学功能、教育目标、教学内容、教学方法与质量管理等的战略转型。面向教育现代化，开放大学要为构建更畅联通性和更大弹性的、服务全民终身学习的教育新体系发挥更大的作用；迫切需要大规模、个性化、因材施教，建设智慧学境支持智慧学习，建立个人学习账户以更好发挥学分银行制度效用等方面继续前行，真正把开放大学办到社会中，彰显开放大学的社会价值。

| 英文摘要 |
No boundaries, for all people, fitness for purpose, and humanity care are the ideals of the new type of universities. Adhering to ideals and based on reality, the Open University strives to explore and construct a new path and has basically realized the strategic transformation of university functions, educational goals, teaching content, teaching methods, and quality management. Facing the modernization of education, the Open University should play a role in building a new education system with smoother connectivity and greater flexibility that serves the life-long learning of the whole people. There are urgent needs to personalize teaching at a large scale, build a smart academic environment to support smart learning, and establish a personal learning account for the credit bank system’s effective-ness. By doing these, we can truly put the Open University in the society, and demonstrate its social value.
