中文摘要 长期以来,美国农村地区的公立学校面临着严峻的挑战,不能有效地满足农村社 区教育发展的实际需求。针对这种情况,美国联邦政府实行了“农村教育成就项目”(Rural Education Achievement Program,简称REAP)。REAP 是美国解决农村初等教育难题的一个 重要举措,REAP 有三个特点:实现城乡教育公平是其根本价值所在;以农村环境为政策实 施的着力点;以“联邦政府引领、地方政府灵活操作”为政策实施路径。基于对REAP 内容 和特点的分析,针对如何促进我国农村教育的优质发展,本文提出了相关的政策建议:以农 村环境为农村教育政策的着重点;合理配置城乡教育资源,促进城乡教育均衡发展;秉承教 育公平理念,重视教育政策的具体落实。
英文摘要 For a long time, the public schools in rural America are facing serious challenges, which cannot meet the actual demands of education development in rural communities effectively. According to this situation, the U.S. Federal Government set up rural education achievement program(REAP).REAP is one of the important acts that the U.S. to solve the problem of rural primary education. Through the content analysis about reap, and found its characteristics are embodied in three aspects: 1. the realization of urban and rural education fairness is the fundamental value; 2. taking the rural context as the focus of the policy implementation; 3. regarding the federal government guidance and the local government fl exible operation as the policy implementation path. Based on the analysis on the content and the features of REAP, three policy recommendations are proposed on promoting the development of rural education with high quality in China: 1. taking the rural context as the main focus of rural education policy; 2. allocating the educational resources in urban and rural areas rationally and promoting balanced development of education between the two areas; 3. adhering to the idea of education equity and paying attention to the implementation of the educational policy.
