中文摘要 國家資歷架構(national qualification framework)發展已經是國際趨勢,東協國家中,菲律賓國家資歷架構(Philippines Qualification Framework, PQF)的建置啟動較早,開始於2012年,因應此法的實施,菲律賓政府頒布許多相關法令與政策,並推動各級教育改革,以成果本位學習貫穿並整合各級教育,特別是技職教育與高等教育,亦同時透過跨部門合作協力推動此一政策。菲律賓積極推動國家資歷架構,一方面基於東協共同體發展進程的壓力,國家必須建立資歷架構體系與東協國家接軌,另一方面,則因為菲律賓有大量人口在國外就業,該國之人才培育水平不僅需要滿足國內需求,也需要滿足國際市場需求。因此可想見在國家資歷架構的規劃與實施上,國際因素影響極大。本文針對此一架構發展的背景因素、資歷架構本身的規劃以及相關配套措施進行探討,以供臺灣規劃相關政策之參考。
英文摘要 The development of national qualification frameworks has become a global trend. In the Philippines, the design and planning of Philippines Qualification Framework (PQF) started in 2012. This paper examines how PQF is planned and implemented to meet the demands of ASEAN integration as well as to ensure the capability of Filipino talents abroad would be recognized by their employers worldwide. Thus, its design and operation of PQF is aiming to meeting local, regional and global needs. The paper explores how PQF is created through cross-departmental efforts and how various legislations help to build a solid infrastructure for its operation. In Taiwan, National Qualification Framework has not been formally established yet, still various preparations are underway. Even though the implementation of PQF is still at the early stage, it is hoped that the operational mechanism of PQF can serve as a useful reference for Taiwan in the near future.
