中文摘要 开展家庭教育指导服务的督导评估工作是推进家庭教育指导服务落实落细、形成长效化发展态势的必然要求和重要抓手。该文基于9省市113区县的调研发现,开展家庭教育指导服务专项督导评估的区县不足一成,评估内容零散,且95%以上的区县在实施工作中遇到困难。建设家庭教育指导服务督导评估体系需要充分重视督导评估的价值,对为什么督导评估、谁来督导评估、督导评估什么、如何督导评估等关键问题有深刻认识。结合国内外实践探索,提出家庭教育指导服务督导评估的实施建议:完善顶层设计,明确各方职责;委托专业力量,积极引入第三方评估;借助信息技术,优化督导评估工作,实现“高效低负”;进行区域试点,先试先行,逐步推广成功模式;加强科学研究,完善培训提升机制,增强人才专业素质。
英文摘要 To carry out the supervision and evaluation of family education guidance service is an inevitable requirement and a significant grasp for promoting the multi-dimensional in-depth implementation of family education guidance service and forming a long-term development trend. Based on a survey of 113 districts (counties) in 9 provinces (municipalities), it was found that less than 10% of the districts (counties) conducted the special supervision and evaluation of family education guidance service, the evaluation content was dispersed, and more than 95% districts (counties) had difficulty in executing practical work. To construct the supervision and evaluation of family education guidance service, the value of supervision and evaluation should be paid full attention, also a thorough understanding of key issues should be proposed, including why, who, what, and how to supervise and evaluate. Based on domestic and foreign practice and exploration, this paper puts forward suggestions on the implementation of supervision and evaluation of family education guidance service: refine top-level design and clarify all parties’ responsibilities; entrust professional forces and introduce third-party evaluation actively; rely on information technology, optimize supervision and evaluation work to achieve “high efficiency and low burden”; carry out regional supervision and evaluation.
