基于案例调查发现，高校应急管理在组织结构、办事流程和信息技术上都呈现出科层化与扁平化共存的复合模式：科层化作为核心特征，平稳地贯穿了应急管理的整个过程和全部事项；扁平化作为辅助特征，集中地分布在应急管理的初期阶段和间接事项、生活事项中。这种复合特征是适应高校应急管理的四重复杂逻辑的结果：管理目标中效率与效力并存；管理阶段中应急与常态相接；管理结构中存在顶层与基层双重限度；管理价值中教育与服务互融。优化高校应急管理机制需要推进理性导向的科层化与扁平化融合机制探索，加强基层的能动性与协作性建设，形成专业的应急管理制度储备。

| 英文摘要 |
In the case study of university emergency management, it is found a compound characteristic of hierarchical management and flat management in organization structure, work process and information technology. As core characteristic, hierarchical management ran through the whole process and all affairs of university emergency management. As non-core characteristic, flat management was distributed in the initial stage, indirect and daily affairs of university emergency management. This composite feature is the result of adapting to the complex logic of university emergency management which includes dual management objectives of efficiency and effectiveness, dual management phases of emergency response and regular control, dual management limits of the central level and the grass-roots level of university and dual management values of education and service. To optimize the university emergency management mechanism, it is necessary to intensify the exploration of the rational-oriented integration mechanism of hierarchical management and flat management, promote the initiative and cooperation of the grass-roots staff, and form the professional university emergency management reserve system.
