中文摘要 在欧洲高等教育一体化和国际化背景下,德国职业教育面临生源不足的问题,传统职业教育理念也受到了冲击。2018年12月,德国政府颁布了《职业教育法修订草案》,其核心是构建高等职业教育体系及其三级学位制度,以期提升职业教育吸引力。通过对德国29个行业所出具意见的分析,可以看出,此次《职业教育法》的修订,虽然得到了多数行业的支持和肯定,但仍有数量相当的行业持谨慎态度。《职业教育法》的修订或许可以在欧洲与国际层面提高德国职业教育的透明度和可比性,但能否真正提升职业教育在国内的地位,尚有不少不确定性因素,特别是新的、借鉴学术系统的学位制度显然会与德国传统的职业教育体系以及职业称谓系统产生冲突。
英文摘要 Under the background of European higher education integration and internationalization, German traditional vocational education faces the problem of insufficient students, and the traditional vocational education concept is also impacted. In December 2018, the German government promulgated the revised draft of Vocational Education Law, which focuses on the establishment of a three-level degree system in higher vocational education, with a view to improve the attractiveness of vocational education. Through the analysis of the opinions of 29 industries in Germany, the study shows that the revised draft has received the support of most industries, but a considerable number of industries still have a cautious attitude. The revision of the Vocational Education Law may improve the transparency and comparability of German vocational education at the European and international levels. However, there are still many uncertainties as to whether it could truly improve the status of vocational education. Particularly, the new degree system, which draws on the academic system, will obviously conflict with the traditional German vocational education system and the professional title system.
