中文摘要 通过分析影响学前教育资源配置效率的重要因素,构建了学前教育资源配置效率的评价指标体系,并运用超效率-DEA、Malmquist指数分析、影响因素分析等方法对2006-2017年我国31个省市的面板数据进行了实证研究。结果表明:我国学前教育资源配置效率偏低,有关部门应予以重视,并有针对性地通过结合地区学前教育发展的实际情况和特点,采取加大学前教育经费的投入强度,转变学前教育经费投入方式,设立幼儿学前教育基金或补贴政策鼓励社会生育,鼓励、监督和引导更多社会力量参与到学前教育质量的提升等方式,着力解决当前学前教育资源配置发展不平衡不充分的现状,进一步提升我国学前教育资源配置效率。
英文摘要 By analyzing the important factors affecting the allocation efficiency of preschool education resources, the evaluation index system of the allocation efficiency of preschool education resources is constructed. The panel data of 31 provinces and cities in China from 2006 to 2017 are empirically studied by using the methods of super-efficiency-DEA, Malmquist index analysis and influencing factors analysis. The results show that the efficiency of preschool education resources allocation in China is low, and relevant departments should pay attention to it. By combining the actual situation and characteristics of preschool education development in the region, we should take measures to increase the intensity of investment in preschool education funds, change the way of investment in preschool education funds, set up preschool education funds or set up preschool education funds. The subsidy policy encourages social reproduction, encourages, supervises and guides more social forces to participate in the improvement of the quality of preschool education, so as to solve the current situation of insufficient development of preschool education resources allocation and further improve the efficiency of preschool education resources allocation in China.
