中文摘要 “县管校聘”管理改革在实践中整体沿着“改革决策(政府)—组织管理(学校)—个体选择(教师)”的逻辑展开。在改革决策过程中,县政府遵循着“政策一统性”思维下的统筹布局;教育局体现为以改革任务为中心的压力实践;财政、人社、编办等部门体现为科层压力驱使下的保守应对。在组织管理过程中,学校一方面要迎合教育部门“要改革”“要绩效”的政策要求,还要兼顾教师“要稳定”“要生活”的利益诉求,体现为“服从改革指示”与“维护教师利益”间的张力调适。处于个体层面的教师更多是以“生活人”而非“专业人”的身份看待这项改革,其在改革中的行动逻辑主要体现为“生活人”姿态下的个体利益寻求。做好“县管校聘”管理改革工作需要权责明确,理顺各行动者的责任和义务,同时要从制度层面保护行动者的合法利益,构建和谐改革秩序。
英文摘要 In practice, the management reform of “county management and school employment” is carried out along the logic of “reform decision-making (government)-organizational management (school)-individual selection (teacher)”. In the process of reform and decision-making, the county government follows the overall layout under the thinking of “unification of policies”; the Education Bureau reflects the pressure practice centered on the reform task; the departments of finance, human resources and social affairs, and editorial offices are driven by the pressure of the bureaucracy conservative response. In the process of organization and management, the school must, on the one hand, meet the policy requirements of the education department to “reform” and “require performance”, and also take into account the interests of teachers “to be stable” and “to live”. The tension between safeguarding the interests of teachers”. Teachers at the individual level view the reform more as “people of life” rather than “professionals”, and their action logic in the reform is mainly reflected in the pursuit of individual interests under the attitude of “people of life”. To do a good job in the management reform of “county management and school employment” requires clear rights and responsibilities, straighten out the responsibilities and obligations of each actor, and at the same time protect the legitimate interests of actors from the system level and build a harmonious reform order.
