中文摘要 “东盟方式”是学界关于东盟地区特色合作机制的代名词,东盟特有的这套组织决策方式主导了东盟地区公共教育事务的治理模式,其在职业教育领域则表现为治理主体的平等性、治理内容的跨国性、治理机制的灵活性、治理工具的多样性以及治理理念的包容性。“东盟方式”在职业教育治理上的应用促成了地区职业教育愿景的形成,提升了地区职业教育政策的协调度,形成了地区职教合作的多层次联动网络。“东盟方式”强调非强制性以及避免超国家机制,因而存在区域教育治理结构松散、区域教育政策实施缓慢、区域教育规划执行力度弱化等问题。
英文摘要 ASEAN Way is a synonym for the cooperation mechanism with ASEAN regional characteristics in academic circles. ASEAN's unique organizational decision-making style dominates the governance mode of public education affairs in ASEAN region. In the field of vocational education, ASEAN Way is reflected in the equality of governance subjects, transnational characteristic of governance contents, flexibility of governance mechanisms, diversity of governance tools and inclusiveness of governance concepts. The application of ASEAN Way in vocational education governance has contributed to the formation of regional vocational education vision, enhanced the degree of coordination of regional vocational education policies, and formed a multi-level linkage network of vocational education cooperation. However, the ASEAN Way consistently emphasizes non-coercion and prefers to avoid supranational mechanism, which cause problems like loose regional education governance structure, slow implementation of regional education policies and weak implementation of regional education planning.
