中文摘要 自《原住民教育法》實施以來,原住民族學生的教育受到各地方政府的關注。透過在地學校的教育作為及多元文化課程發展,以落實《原住民教育法》的精神,是促進教育機會均等的重要工作。而滿足政策需求是落實教育公平的重要指標,也是進行資源分配的重要參考依據。本研究透過焦點座談以及問卷調查,探究現場原住民族教育的參與者及學校行政人員對於地方層級原住民族教育政策之需求。研究共進行四場與政策利害關係人的焦點座談,並建構了15題的初步原住民族教育政策需求量表。結果發現,原住民族教育政策之順利推行,有賴地方政府提供對學校的政策資源、對學生生活適應的支持,以及對課程發展及教師專業的支持。文末並建議地方政府針對學校需求加以落實,以保障原住民族學生學習。
英文摘要 Since the implementation of the Indigenous Education Law, the education of Indigenous students has received attention from local governments. Implementing the spirit of the Indigenous Education Law through the education of local schools and the development of multicultural curriculum is an important task to promote equality of educational opportunities. Meeting policy needs is an important indicator for implementing educational equity and an important reference for resource allocation. This research explores the needs of local-level Indigenous education policies for participants in Indigenous education and school administrators through focus group and survey. The study conducted 4 focus discussions with policy stakeholders and constructed a 15-item preliminary Indigenous Policy Educational Needs Scale. The research concluded that the indigenous education policy requires local governments to provide policy resources for schools, support for students' adaptation to life, and support for curriculum development and teacher professional development. Research also recommend that local governments implement the needs of schools to ensure the learning of indigenous students.
