英文摘要 Good anti-bullying policies and practices have a positive impact on schools and children’s services,and also make children and young people feel safe and acceptable. Respect for All, which released by the Scottish Government, aims to encourage the development of regional anti-bullying policies and guidelines in a positive and inclusive way within a national framework. It focuses on prevention and early intervention of bullying among children, young people and adults through cultivating their responsibility and professional skills to deal with bullying. Scottish government advocated establishing a diversity-respect and positive society. Scottish anti-bullying policy and other relevant laws and regulations supplement each other, in order to create a bully-free environment by multi-party cooperation. The authorities give regions and organizations the flexibility to make anti-bullying policy, emphasizing on social equality, cultural pluralism and committee to tackling prejudice-based bullying.
