中文摘要 本文旨在利用文獻探討研究方法去探析我國教育政策法制化的相關概念。本文探討的主題有五大項:第一係解釋教育政策法制化之意義;其次是說明影響教育政策法制化的政策行動者(包含:行政部門、立法部門、司法部門、利益團體、大眾傳播媒體與學術團體);第三為解析教育政策法制化之歷程(包含:提案、第一讀會、審查委員會、第二讀會、第三讀會與總統公布):第四就「師資培育法」之法制化歷程做分析;最後針對目前我國教育政策法制化之缺失弊端與解決策略做詳細論述,藉以提昇教育政策法制化歷程的效率與品質。筆者期望藉由本文能提供教育工作者對於教育政策法制化之歷程有所瞭解,進而有助於教育政策學術知能的累積。
英文摘要 The main purpose of this study is to use literature to analyze the relative concepts of educational policy legitimization. The themes of this paper include five components: first, to interpret the meaning of educational policy legitimization; secondly, to describe the educational actors (including executive branch, legislative branch, judicial branch, interest group, media& academic group); thirdly, to analyze the process of educational policy legitimization (including proposal, first reading, standing committee, second reading, third reading& president promulgate); fourthly, to analyze the legitimization of the Teacher Preparation Law; eventually, to submit the fault and solution of educational policy legitimization in Taiwan, to promote the efficiency and quality of the legislative process of educational policy making. By this article, the author hopes to provide educators that the understanding of educational policy legitimization, and can help the accumulation of educational policy academic ability.
