中文摘要 新中国成立以来,中国民办教育的政府干预逻辑发生了重大变迁,从新中国成立初期主要的政治逻辑,到改革开放后的经济逻辑,最后进人21世纪转换到社会逻辑。政治逻辑追求公有制建立,将民办教育改造为人民教育,支持了社会主义制度建设,但也违背了教育规律,伤害了教育多样生态;经济逻辑通过市场化确立,增加了教育供给和增强了教育活力,支持了社会主义市场经济建设,但也侵蚀了教育的公益性,导致公共性旁落;土会逻辑凸显公共性走向,追求民办教育高质量和公平发展。在政府干预逻辑的转换中,政治、经济、社会效益之间的均衡不断被打破,社会逻辑越来越受到推崇,追求公共性价值,强调社会理性和协商治理,政府干预的社会逻辑正在形成,中国民办教育政府干预体系日臻完善。
英文摘要 Since the founding of new China, the logic of government intervention in private education in China has undergone significant changes, from the the political logic in early period of new China, to the economic logic after the reform and opening up, and finally to the social logic in the 21st century. The political logic of the government pursues the establishment of public ownership, transforming private education into public education, which supports the construction of socialist system well, but also violates the law of education and harms the diversified ecology of education; Through the establishment of marketization, the economic logic has effectively increased the supply of education and enhanced the vitality of education, and supported the reform and opening up and the construction of socialist market economy. However , excessive marketization erodes the commonweal of education, leading to the public slip; the social logic highlights the trend of publicity and pursues the high-quality development of justice of private education, in the transformation of government intervention logic, the balance between political, economic and social benefits is constantly broken, social logic is increasingly appreciated, social public value s pursued, social rationality and negotiation are emphasized, and the social logic of government intervention is forming, the system of government intervention in our national education s improving day by day.
