中文摘要 推进幼小科学衔接是夯实基础教育高质量发展根基的重要举措,而幼小衔接教育政策则是有效推进幼小科学衔接教育工作的行动指南。对幼小衔接相关政策进行评价可以为政策的制定、调整、改进与优化提供重要参考。研究采用文本挖掘和内容分析法,构建评价指标体系和PMC指数模型,对22项省级的幼小衔接教育政策文本展开量化评价。结果发现,我国省级幼小衔接教育政策虽总体设计较为合理,但仍存在政策内容完备性不强、政策操作性有待增强、政策科学性有待提升等问题。为此,应完善幼小衔接教育政策内容体系、增强幼小衔接教育政策执行支持水平以及以循证决策提升幼小衔接教育政策的科学性。
英文摘要 Promoting the scientific transition from Early Years Foundation Stage (EYFS)to primary schools is an important measure to strengthen the foundation of high-quality development of basic education, and the Policy is an action guide to effectively promote the work of scientific articulation education. The evaluation of policies can provide important references for policy formulation, adjustment, improvement and optimization. The study used text mining and content analysis to construct an evaluation index system and PMC index model to quantitatively evaluate 22 provincial policies. The results found that although the overall design of provincial policies is reasonable, there are still existing problems such as policy content completeness, policy operability needing to be enhanced, and policy sciences needing to be improved. In this regard, we should improve the content system of EYFS policies, enhance the level of support for policy implementation, and improve the sciences of policies through evidence-based decision-making.
