中文摘要 本研究之目的在瞭解國內外學校評鑑利用之研究情況,再以此作為基礎,建構適合臺灣本土化需求的高中學校評鑑利用指標,並以此工具實施指標在地化應用,進行評鑑利用指標重要性-表現度分析(Importment-Performance Analysis, IPA)。為達此目的,本研究除國際相關文獻之回顧與統整外,接續各分別以20位專家,包括教育評鑑與行政學者(12人)、教育行政人員(兩人)、學校行政人員(兩人)及教師(四人),進行焦點團體訪談及模糊德懷術修編指標草案。最後再採問卷調查法,以項目分析、信度分析及探索性因素分析確立研究工具的信、效度,資料分析包括描述性統計、IPA,並以SEM進行驗證性因素分析,俾確立評鑑利用指標之測量模型。本研究正式問卷抽樣母群體包括臺灣高中校長、主任、組長及專任教師,共計抽取780人,回收有效問卷582份,有效率為74.6%。本研究所獲得之重要研究結果有:一、高中學校評鑑利用指標有兩個層面、七個分層面及29個指標,具有良好的信度與效度。二、高中教育人員知覺學校評鑑利用之重要性高於表現度,且重要性與表現度間呈顯著正相關。三、高中教育人員對評鑑利用不論是「分層面」或「指標」的重要性與表現度,經分析後發現落點大多分布於繼續保持區及次要改善區,高中學校評鑑宜持續強化,推展其評鑑利用之價值。
英文摘要 The purpose of this study is to understand the research situation of school evaluation and utilization in domestic and foreign countries. Then, the findings are used as a basis to construct evaluation and utilization indicators of high schools suitable for Taiwan’s localization needs. Furthermore, these indicators are used to explore the importance and performance analysis (Importance-Performance Analysis, IPA) for Taiwanese senior high school evaluation. To achieve this goal, in addition to review and integration of relevant international researches, there were totally 20 educational professional experts participating in focus group interviews and revision of fuzzy Delphi draft indicators, including 12 educational evaluation, administration scholars, 2 educational organization administrators, 2 school administrators and 4 school teachers, respectively. Finally, the questionnaire survey method was used to establish the reliability and validity of the research tools by item analysis, reliability analysis and exploratory factor analysis. Data analysis methods included descriptive statistics, IPA, and confirmatory factor analysis for SEM to establish the evaluation and utilization model of the indicators. In this study, the parent group of the formal questionnaire sample was selected from a total of 780 people, including high school principals, department directors, team leaders and full-time teachers in Taiwan, and 582 valid questionnaires were returned, with an effective rate of 74.6%. The main findings are as follows: 1. There are 2 dimensions, 7 sub-dimensions and 29 indicators for the evaluation utilization of high schools, which have good reliability and validity. 2. High school educators perceive that the importance of school evaluation and utilization is higher than the performance, and there is a significant positive correlation between the importance and the current performance. 3. After analysis, regarding evaluation utilization, both scores of “sub-dimensions” and “indicators” of the importance and the performance on high school educators are located in “keep up the good work area” and “low priority area.” It is advisable to continuously strengthen and promote the value of evaluation utilization on high schools.
