中文摘要 致力於提供更優質的教育,確保學生學習成效,以提升國家的競爭力,是世界各國教育努力的共同方向與目標。學校報告卡作為績效責任政策略的重要工具,其主要目的在於提供社會大眾了解學校的現況、績效表現與辦學品質等相關資訊,以做好學校教育品質的控管與保證。本文旨在探討學校報告卡的意義與目的,並舉美國三個州學校報告卡制度為例,分析說明學校報告卡的要素與內涵,進而提出如何利用學校報告卡確保並提升學校教育品質的策略,包括:一、以學生學習為核心,建立學校報告卡的重點內容與品質保證範疇;二、建置學校績效責任平台,蒐集並公告學校辦學品質資訊;三、利用學校報告卡結果,樹立學校績效與品質改進標竿;四、分析學校報告卡,找出績效責任要求與能力發展的互惠平衡;五、結合持續改善計畫,促進學校持續改善並提升品質。最後,本文總結並期望教育行政機關與學校能善用學校報告卡,進行校務的自我檢核與品質保證,持續改善學校教育品質。
英文摘要 The main purpose of this article is to explore the concept of School Report Cards (SRCs) and how to use it to improve and assure educational quality. SRCs were developed to demonstrate school effectiveness and performance by using outcome-based data, such as test scores, contextual data, and demographics to evaluate the quality of school education. SRCs can be an attractive and popular way to deliver and communicate complex information about school performance. After reviewed literatures and researches on educational accountability and SRCs, the meaning and goals of SRCs was summarized. And SRCs system in California, Vermont, and Wisconsin are introduced to analyze the domains of SRCs. Some strategies for educational administrative agencies and schools using SRCs to improve and assure educational quality teaching and learning are evolved: 1. Building domains of SRCs focused on student learning performance; 2. Developing SRCs platform to collect and deliver information about school performance and quality; 3. Using performance data of SRC to build benchmark for performance and quality improvement; 4. Analyzing SRCs information to seek the reciprocity of accountability and capacity building; 5. Connecting continuous improvement plan to enhance and improve educational quality.
