2009年9月，廣州市政府決定於番禺區大石街會江村設置垃圾焚燒發電廠。 消息一開，廣州華南板塊麗江花園業主的《江外江論壇》立即形成網路公共領域， 成為反對設置垃圾焚燒廠的居民表達意見之平臺。經過3個多月的線下與線上維 權，2009年12月廣州市政府決定暫緩興建發電廠。本研究使用個案研究法分析， 在番禺區垃圾焚燒廠事件中，網民作為政策企業家，如何在論壇上操作議題的策 略性框架？以及維權事件成功扭轉公共政策的關鍵因素？本研究發現，在整起抗 爭期間，網民在《江外江論壇》的議題框架設定，從「以鄰為壑」的環境問題， 提升至「政策倡導」；從顧及自身的環境問題，提升至集體環保意識，最後更以 政經批判將事件推入另一波高峰，深層解構廣州市政府興建焚燒廠的利益勾結， 深化維權事件的合法性。本研究亦發現，維權事件本身若能與中國大陸中央政府 的政策主旋律結合，則較易得到當局認同，成功扭轉公共政策。

| 英文摘要 |
In response to Guangzhou municipal government's approval of building a waste incinerator plant in Panyu in September, 2009, an internet forum named “Jiangwaijiang” was formed immediately by neighboring Lijiang Garden community and became the major on-line platform for the residents to express their opposition to this project and protect their rights. Three months later, the Guangzhou municipal government finally postponed this project in December. This case study focused on how netizens strategically frame and operate issues on the Jiangwaijiang Forum and how certain key factors contribute to their success in reversing public policies. There are several findings in this research: The netizens adopted techniques of issue framing to extend beggar-thy-neighbor issue to the government's paranoid advocacy and expand environmental problems to overall environmental consciousness. Finally, these policy entrepreneurs successfully legitimate their rights through criticizing political and economic unfairness and most important of all, through excavating hiding interests collusion between Guangzhou municipal government and contractors. This study also found that, if the theme of rights protection is in accord with Chinese Central Government's policy, their appeals are more likely to be recognized by the authorities and will be more likely to reverse public policies successfully.
