中文摘要 教育社会组织在发展过程中会遭遇何种资源困局,又该如何突破资源困局,获得组织发展所需要的资源,是一个非常重要的课题。通过“制度—文化”分析框架,可以对这一课题进行解答。对致力于解决“服刑人员无力抚养子女”生存和教育难题的教育社会组织进行研究发现,组织在发展的不同阶段出现制度合法性困境、情境合法性困境、自主性困境和发展性困境四个阻碍资源获取和组织发展的难题。为突破资源困局,获得发展所需要的生存空间和资源,组织从“制度”“文化”和新技术三个方面进行着力,并有效突破了不同阶段的资源困局,实现了组织的跨越式发展。教育社会组织的发展,需要发挥“组织能人”的作用,激活“媒介力量”,策略性处理与政府之间的关系,方可打破资源困局。
英文摘要 In the Chinese context, what kind of resistance educational social organizations may encounter in the process of development, and how to effectively overcome the difficulties to obtain the resources needed for organizational development is a very worthy of study. Based on the ‘system culture’ analysis framework, this study studies the social organizations in a province that are committed to solving the survival and education problems of ‘prisoners are unable to raise their children’. It is found that there are usually four key problems in the development of educational social organizations: system legitimacy, situational legitimacy, autonomy and development. In order to break through these problems and obtain the living space and resources needed by the development of the organization, we can make efforts from three aspects of ‘system’, ‘culture’ and new technology. The development of educational social organizations needs to play the role of “organizational people”, activate “media power”, and strategically handle the relationship with the government, in order to break the resource dilemma.
