中文摘要 20世纪90年代以来,为应对“宽松教育”带来的负面效应、进而适应全球化的自由竞争,日本东京都率先进行基础教育领域的改革,期望“从东京都改变日本”。东京都基础教育质量保障改革措施主要体现在自由选择学校制度、高中多样化、校长管理及经营权的加强、教员考核制度的完善以及恢复学力测试和学生培养目标的修正等方面,目前取得了一定的效果。面向未来,东京都出台了第三个《东京都教育愿景》,包括充实个性和社会自立教育、培养活跃于世界舞台的人才、培育健全心态和健康生活能力、推进奥运会及残奥会教育、提高教师资质与能力、提高家庭和社会教育能力等内容,以期培养引领未来的国际性人才。
英文摘要 Since 1900s, Tokyo initiated reform in basic education in order to deal with the challenges brought by “Yutori education”. The reform also reflected Japanese government's experimental approach of “Reforming Japan from Tokyo” in order to adapt to the era of global competition. Basic education reform in Tokyo mainly include five aspects: the free choice of school system, the reform of secondary schools’ diversity, the strengthening of principals’ management rights, the reform of teacher assessment system, the resumption of gakuryoku test, and the reform of training objectives for students. The reform has made certain achievements. The trend of Tokyo basic education development in future includes enriching personality and Self-reliance education, the cultivating globalized talents, fostering students’ healthy mentality and living ability, promoting Olympic and Paralympic education, improving teachers’ qualifications and abilities, and enhancing family education ability and social education ability. The aim is to cultivate international talented leaders in future.
