中文摘要 职称晋升和业务培训是影响乡村教师流失的关键因素,国家有关乡村教师队伍建设的政策措施在这两个方面都做了倾斜性支持,但相关政策措施对乡村教师流动意愿的具体影响和机制尚不清楚。为了探讨上述问题,研究基于我国10个省份5286个乡村教师样本,采用Logistic回归分析,探究了这两个因素对乡村教师离职倾向的真实影响及群体异质性。研究结果表明:增加业务培训、畅通职称晋升总体上均可降低乡村教师群体的离职倾向。其中,畅通乡村教师职称评定,可以降低高学历、高职称、小规模学校乡村教师群体的离职倾向;增加业务培训,可以降低高职称、低收入乡村教师群体的离职倾向。因此,从具体的政策内容上,职称晋升应向高学历、小规模学校和高职称乡村教师倾斜,应重视低工资乡村教师群体的培训与发展,支持高职称乡村教师群体的提升与突破;从宏观的政策设计上,应注意到减少乡村教师离职的机制包涵“满足发展预期”和“补偿条件不足”两种潜在路径,政策设计的思路应注重“激励性倾斜和补偿性倾斜相结合”与整体性、特殊性相结合。
英文摘要 Professional title promotion and professional training are key factors affecting the turnover of rural teachers. The national policies and measures related to the construction of rural teacher teams have provided biased support in both aspects, but the specific impact and mechanism of relevant policies and measures on the willingness of rural teachers to flow are still unclear. In order to explore the above issues, the study was based on a sample of 5286 rural teachers from 10 provinces in China, and logistic regression analysis was used to explore the true impact of these two factors on the turnover intention of rural teachers and group heterogeneity. Among them, smooth evaluation of rural teachers' professional titles can reduce the turnover tendency of rural teachers with high educational qualifications, high professional titles, and small-scale schools; Increasing business training can reduce the turnover tendency of rural teachers with high professional titles and low income. Therefore, in terms of specific policy content, the promotion of professional titles should be inclined towards high education, small-scale schools, and rural teachers with high professional titles. Attention should be paid to the training and development of low wage rural teachers, and support the improvement and breakthrough of rural teachers with high professional titles; From a macro policy design perspective, it should be noted that the mechanism for reducing the turnover of rural teachers includes two potential paths: "meeting development expectations" and "insufficient compensation conditions". The policy design approach should focus on the combination of "incentive bias and compensatory bias" and the combination of integrity and specificity.
