中文摘要 十多年来,义务教育阶段学校委托管理为推进上海城乡义务教育均衡发展起到了积极作用。在委托管理过程中,各级教育行政部门、支援机构(学校)、受援学校以及第三方教育评估机构等多个主体进行协同治理,各主体承担着各自的责任,扮演着不同的角色。在不同主体协同治理过程中存在着一定的治理风险,包括委托管理各主体的约束机制不够健全,可能导致各方责任模糊;教育中介机构的准入机制不够完善,其专业性难以保障;托管双方对共同利益认识不清,可能降低托管的效能。治理风险的客观存在需要加强政府的元治理,主要表现在政府元治理以公共利益的最大化为基本价值取向,政府元治理以简政放权为基本前提,政府元治理以机制保障为基本策略。
英文摘要 School entrusted management in compulsory education stage has played a positive role in promoting the balanced development of urban and rural compulsory education in Shanghai for more than ten years. In the process of entrusted management, educational administrative departments at all levels, supporting institutions (schools), recipient schools and third-party educational evaluation institutions and other subjects carry out collaborative governance. Each subject bears its own responsibilities and plays different roles. There are certain governance risks in the process of collaborative governance, including the constraint mechanism of entrusted management of each subject is not perfect, which may lead to the ambiguity of the responsibilities of all parties, The access mechanism of educational intermediary institutions is not perfect, and its professionalism is difficult to guarantee. Unclear understanding of common interests between the two parties may reduce the efficiency of trusteeship. The objective existence of governance risks needs to strengthen the government’s meta-governance, which is mainly manifested m that the government's meta-governance takes the maximization of public interests as its basic value orientation, the government’s meta-governance takes the simple administration and decentralization as its basic premise, and the government’s meta-governance takes the mechanism guarantee as its basic strategy.
