高等教育高质量发展是新时期高等教育发展的客观要求，表征为高度促进人的全面发展、高度与高等教育自身发展相融合以及高度引领适应社会发展，要求高等教育要以促进人的高质量培养与全面发展为发展基点，以高质量学科和专业建设作为联结人的培养与社会发展的发展工具，以高质量的知识文化指引引领社会发展。当前，我国高等教育在发展过程中呈现出功能危机、结构失衡与价值遮蔽，这些问题与新时期高等教育高质量发展的客观要求形成了冲突。高等教育要扎根于我国高等教育发展实践，通过解蔽价值之魅、实现良法善治的行动选择以达到高等教育高质量发展的客观要求。

| 英文摘要 |
The high-quality development of higher education is the objective requirement of the development of higher education in the new era, which is represented by highly promoting the all-round development of human beings, highly integrating with the self-development of higher education, and highly leading and adapting to the social development. It is required that higher education should take the promotion of high-quality cultivation and all-round development of human beings as the basic points of development, take the high-quality construction of disciplines and specialties as the development tool to link the cultivation of human beings and social development, and lead social development with the guidance of high-quality knowledge and culture. At present, China’s higher education presents functional crisis, structural imbalance, and the concealing of value in the development process, which conflicts with the objective requirements of high-quality development of higher education in the new era. Higher education should be rooted in the development practice of higher education in China, and meet the objective requirements of high-quality development of higher education by the action choices of removing the conceal of value and realizing the good law and good governance.
