中文摘要 终身学习政策的推展主要由国际组织主导。运用制度学习分析欧盟在成员国推行终身学习政策的过程可以发现,为维护其官僚合法性,欧盟并未全盘移植其他国际组织的终身学习理念,而是结合欧盟实际进行内容选择与政策迁移,并借助“开放合作方式”机制与欧洲教育区的设想,帮助成员国接纳并实施终身学习政策。但同时,在政策扩散中呈现出路径依赖,这可能会导致偏离政策初衷,出现理念标签化或口号化的结果。国际组织推行的理念在民族国家落地阶段,不仅应因地制宜,而且更要采取包容性政策框架才能更有助于成员国推行终身学习政策,发挥应有效果。
英文摘要 Lifelong learning policies are mainly led by international organizations. The analysis of the EU's lifelong learning policies in its member states in the perspective of institutional learning shows that the EU has not transplanted the lifelong learning idea from other international organizations in order to maintain its bureaucratic legitimacy, rather, the selection of content and the migration of policies are made in the context of the European Union, and the "Open Method of Cooperation" mechanism and the vision of the European Education Area are used to help member states to adopt and implement policies.However, at the same time, it presents path dependence in policy diffusion, which may deviate from the original policy intent and result in idea labeling or tagging. In the implementation process of the idea promoted by international organizations in nation states, it is important not only to adapt them localized, but also to adopt an inclusive policy framework in order to better facilitate the implementation of lifelong learning policies in member countries and to achieve the desired effects.
