中文摘要 “双减”政策虽然表面针对中小学为主的义务教育,但实质上极大影响着以大学为主体的高等教育,本质上亟需高等教育予以回应,指明出路。推行初期,我国相关政策主要体现为减轻义务教育阶段学生作业负担、限制课外机构开展学科培训,更多着眼于“堵”,还未全面“疏通”发展路径。就实施进程看,“双减”政策对高等教育的招录方式、生源质量、专业分流、培养模式和学业评价带来了巨大挑战。直面“双减”,高等教育亟需完善多元招录制度,联合提高生源质量,实施自由专业分流,协同重构培养模式,健全学业综合评价,发挥高等教育促进社会流动性作用,创建公平而高质量的教育。
英文摘要 Although the “double reduction” policy ostensibly aims at compulsory education dominated by primary and secondary schools, it has a great impact on higher education dominated by universities in essence. In essence, it is urgent for higher education to respond and point out the way out. At the initial stage of implementation, China’s relevant policies were mainly reflected in reducing the homework burden of students in the stage of compulsory education, limiting extracurricular institutions to carry out discipline training, focusing more on “blocking” and not fully “Dredging” the development path. In terms of the implementation process, the “double reduction” policy has brought great challenges to the recruitment mode, student source quality, professional diversion, training mode and academic evaluation of higher education. Facing the “double reduction”, higher education urgently needs to improve the diversified recruitment system, jointly improve the quality of students, implement free professional diversion, cooperate to reconstruct the training mode, improve the comprehensive academic evaluation, give play to the role of higher education in promoting social mobility, and create a fair and high-quality education.
