中文摘要 随着全球化进程深入,英国开始从全球竞争和国家安全需要高度重视多元文化社会的价值观建构和认同培育问题。2014年,英国教育部提出在中小学全面推进基本价值观教育,其背后的深层动因是英国基于国家安全、社会融合和青少年发展困境作出的战略思考与教育回应。纵观这一教育政策的发展过程,凸显了从“消极防御”向“积极培育”自觉转变的演进逻辑。目前,英国主要依托学科课程融入、主题活动参与和教育监管保障等形成协同培育机制,但其在实践中亦存在价值内涵模糊、教育本质缺陷和方法尺度不清等问题。
英文摘要 With the deepening development of the globalization, the UK has been paying more attention to values construction and identity cultivation from the perspective of global competition and national security in multicultural society. In 2014, the UK DfE proposed the Fundamental British Values education strategy. The deeper social reason behind lies on the UK government's strategic thinking and practical response to serious challenges and problems of national security threatens, social cohesion dilemmas, and adolescent development problems. The development of the FBVE strategy reveals the transition from "passive defense" to "active defense". Currently, the UK schools have developed a coordinated system of values education based on disciplinary curriculum, extra curriculum activities, and educational inspection, etc. However, there are still some problems in the practices such as fuzzy values content, raciest education nature, practical method defect, etc.
