中文摘要 教育信息化的推进对信息化创新人才需求愈来愈强烈,信息技术学科拔尖人才培养是教育信息化创新人才产出的有效途径。首先剖析信息技术学科拔尖人才的内涵,提出信息技术学科拔尖人才的特征谱系;其次,构建信息技术学科拔尖人才选拔与培养框架,以美国、欧盟、白俄罗斯和我国4个直辖市和15个副省级城市为调研对象,了解当前国内外信息技术拔尖人才的选拔的标准与方式以及培养的基础设施、课程设置和师资队伍;接着,分析当前我国存在标准不够科学、方式未衔接和培养中存在缺乏开放学习环境、课程结构单一和师资队伍较为薄弱等问题。最后,提出以科学研究的形式驱动拔尖人才的选拔、高校应高力度介入基础教育阶段信息技术拔尖人才的选拔、推进教育新型基础设施建设支撑拔尖人才高质量培养、研发面向拔尖人才的贯通式课程、建设多元化的拔尖人才培养师资队伍的建议。
英文摘要 The advancement of ICT in education demands more and more innovation talents for ICT in education. The cultivation of top-notch talents in information technology is an effective method to produce innovation talents for ICT in education. Therefore, firstly, the connotation of the top-notch talents of information technology discipline is analyzed, and the characteristic pedigree of top-notch talents of information technology discipline is proposed. Secondly, the framework for the selection and training of topnotch talents of information technology discipline is constructed. The criteria and methods for the selection of top-notch talents in information technology at home and abroad, as well as infrastructure, curriculum and teaching staff for training are understood by taking the United States, the European Union, Belarus, and four municipalities and 15 sub-provincial cities of China as the research objects. Then, the problems in the selection of the top-notch talents of information technology in China are analyzed, such as the unscientific standard, unconnected mode, the lack of open learning environment, the simple curriculum structure and the weak faculty. Finally, some suggestions are put forward, such as driving the selection of top-notch talents in the form of scientific research, the university should strongly intervene in the selection of top-notch talents in information technology during the stage of elementary education, promoting the construction of new educational infrastructure to support the high-quality training of top-notch talents, developing the through-the-line courses for top-notch talents and building a diversified teaching staff for training top-notch talents.
