英文摘要 Human beings are in an era of frequent crisis factors such as risks and conflicts. They are important external factors that lead to the vulnerability of education systems in countries and are major obstacles to improve the quality of education, ensure continuity and equity in education. Hence, UNESCO has put forward the crisis-sensitive educational planning model after years of exploration. This pattern of educational planning bases on the operation logic of risk diagnosis, policy making and preparation plan, cost and financial framework, monitoring and evaluation framework, following the implementation strategies to highlight the government's leading role, to promote the coordination mechanism of multiple main bodies participation, to perfect the organization process of response to the crisis, which strengthen the education system's ability to cope with the crisis, and effectively ensure the quality of education, continuity and equity. This strategic planning model has important implications for the countries to enhance resilience for their national education systems in the context of increasing global crises.
