中文摘要 建设高质量的学习型城市,是世界诸多国家持续不懈的价值追求和行动战略。我国作为全球学习型城市建设的积极力量,从对现实条件的考察和政策制度的保障,为学习型城市建设的理论发展和实践推进作出了重要贡献。然而,现代信息技术的迭代更新、老龄化现象的日益严重等现实,为学习型城市的当下发展和未来之路提出了挑战。因此,审视并揭示我国学习型城市发展的若干困境,成为推动其走向高质量发展的前提和基础。基于对学习型城市的内涵、特征和本质的理解,当前我国学习型城市建设的主体角色缺乏学习样态、机构间关系处于割裂状态、社会运行结构呈现分离状况以及建设立场存在简单、碎片和断裂化的思维。为打破学习型城市发展的困局,朝向更高质量、更高水平的目标诉求,需坚持包容与学习共在的主体追求、秉持互联互通式的机构间关系、打造协同融合的社会结构路径以及倡导研究立场的复杂思维转型。
英文摘要 Building a high-quality learning city is the unremitting value pursuit and action strategy of many countries in the world. As a positive force in the construction of a global learning city, China has made important contributions to the theoretical development and practical advancement of the construction of a learning city from the inspection of realistic conditions and the guarantee of policies and systems. However, the iterative update of modern information technology and the increasingly serious aging phenomenon have brought unprecedented challenges to the current development and future of learning cities. Therefore, reviewing and revealing existing difficulties in the development of learning cities in China has become the prerequisite and basis for promoting high-quality development. Based on the understanding of the connotation, characteristics and essence of the learning city, the current learning city construction in our country lacks learning style; the inter-institutional relations are in a state of fragmentation; the social operation structure is separated; and the construction standpoint is simple, fragmented. In order to break the predicament in the development of learning cities and achieve higher-quality and higher-level goals, it is necessary to adhere to individual’s inclusive learning, uphold interconnected inter-institutional relationships, and create a coordinated and integrated social structure path as well as advocate the transformation of complex thinking in research positions.
