Collectivization of schools is one of the feasible paths for the modernization of educational governance system. It is of great theoretical and practical significance to evaluate the effectiveness of educational collectivization. Through questionnaire surveys, interviews, and exploratory factor analysis, this study evaluates the effectiveness of three single-legal-person educational groups in Shanghai J district. It is found that: the overall quality of students in group-based schools has been developed; the level of teachers has improved; and the quality of educational collectivization has improved. At the same time, there are also problems and challenges to educational collectivization. First, the member schools directly copies the campus culture from the parent school, and therefore do not have unique characteristics. Second, the elite schools lacked internal motivation for sustained development. Third, teacher training and administrative management are under pressure. Based on these findings, this study proposes recommendations from three aspects: balancing consistence and uniqueness in educational styles of schools in the same group, establishing and improving modern school system, and continuously promoting the development of the teachers’ team.
