秘鲁高等教育的发展进程可以划分为精英化、大众化、国际化三个阶段。20世纪60年代，秘鲁进入高等教育大众化阶段，但自身经济发展模式和社会环境导致了科学教育基础薄弱、教育体制不健全、私人教育投资不均衡等问题。面对新的教育国际化趋势，仍有许多问题亟待解决。回顾秘鲁高等教育近五百年的发展历程，可以为中国的大学治理改革提供有益借鉴。

| 英文摘要 |
The development process of higher education in Peru can be divided into three stages: elitism, popularization, and internationalization. In the 1960s, Peru entered the stage of popularization of higher education, but its own economic development context and social environment led to problems such as a weak scientific education foundation, an unsound education system, and unbalanced investment in private education. Facing the new trend of education internationalization, there are many problems to be solved urgently. Reviewing the development of higher education in Peru in the past five hundred years, it can provide a useful reference for university governance reform in China.
