中文摘要 媒體的公共價值應是檢視民主社會發展的條件之一,而身為「族群媒體」(Ethnic media),客家電視台有其公共責任與義務。本文研究新冠肺炎疫情期間,時間則匡列於2020年1月20日起,中央流行疫情指揮中心開設日為基準,至6月7日解封日為止,客家電視台如何表現出,與商業電視台不一樣的面貌?面對重大疫情,又如何掌握族群媒體的定位與功能?本研究採取客家電視台之「個案研究」、「文獻分析法」與「深度訪談」等質性研究方法。研究發現,公共化之客家電視台表現於「資訊提供」(Information provider)、呈現「客家觀點」(Hakka viewpoint),並重視「新媒體」(New media)發展,表現出傳統電視媒體,著重於「頻道」(Channel)內容之經營以外,也發展多元「平台」(Platform)之可行性,試圖找出永續經營及傳承之新路,以因應面對變動不居的新媒體時代。
英文摘要 The public value of the media should be one of the conditions for examining the development of a democratic society, and as an "ethnic media" (Ethnic media), Hakka TV stations have their public responsibilities and obligations. This article studies how the Hakka TV station will behave differently from the commercial TV station during the period of the new crown pneumonia epidemic. The same face? In the face of a major epidemic, how to grasp the positioning and function of ethnic media? This research adopts qualitative research methods such as "case study", "document analysis method" and "deep interview" of Hakka TV station. Research has found that public Hakka TV stations are represented by "Information providers", presenting "Hakka viewpoints", and attaching importance to the development of "New media", showing traditional television media, focusing on " In addition to the management of Channel content, it also develops the feasibility of diversified "Platforms", trying to find a new way of sustainable operation and inheritance to cope with the ever-changing new media era.
