摘要：为全面提高区域教育治理现代化水平，促进区域义务教育发展，从区域学生发展质量视角出发，提出了区域教育治理现代化、区域学生发展质量与区域义务教育发展质量的逻辑关联，并以区域学生发展质量评价为依据，设计了面向区域教育治理的学生画像，为区域教育治理现代化提供工具支持，以区域教育治理现代化促进区域义务教育发展质量。最后以上海市P区为例，基于该研究所设计的学生画像进行实际画像构建，对画像的科学性和有效性进行验证，证明该研究所设计的学生画像对提升区域教育治理现代化、促进区域义务教育发展质量有较好的应用效果。

| 英文摘要 |
In order to comprehensively improve the level of modernization of regional education governance and promote the development of regional compulsory education, from the perspective of the quality of regional student development, a logical connection among the modernization of regional education governance, the quality of regional student development and the quality of regional compulsory education development are proposed. Based on the evaluation of regional student development quality, a student portrait oriented to regional education governance is designed to provide tool support for the modernization of regional education governance, and to promote the quality of regional compulsory education development with regional education governance modernization. Finally, taking the P district of Shanghai as an example, the actual portrait construction based on the designed student portraits is conducted to verify the science and validity of the portraits. The proposed student portrait has a good application effect on promoting the quality of regional compulsory education.
