中文摘要 教育部於2024年將地方教育輔導工作計畫轉型為「師資培育之大學社會責任實踐計畫」,以「在地深耕」、「長期陪伴」、「資源共享」、「實踐研究」及「人才培育」為核心價值,據以引導師資培育大學更積極地回應地方教育發展之需要。在此一脈絡下,本文將先說明國際對於大學社會責任的界定及其實踐形式,討論傳統地方教育輔導之做法與侷限,進而分析師資培育大學發展具大學社會責任(University Social Responsibility, USR)精神之行動策略,最後更指出計畫未來必須面對的挑戰,期能對此一政策推動後之觀察與調整有所助益。
英文摘要 The Ministry of Education of Taiwan will transform “the Project of Local Education Development” into the “University Social Responsibility (USR) Psractice Project for Teacher Education” in 2024, with “localized engagement,” “long-term companionship,” “resource sharing,” “practical research,” and “talent cultivation” is the core value, guiding universities and its teachers to respond more actively to local educational development needs. In this context, this article explains the international definition and practical form of university social responsibility, discusses the practices and limitations of traditional local education development, analyzes the action strategies for developing universities with USR, and finally points out the challenges of a new project of teacher education USR which will be confronted. Based on observations and reflections, the author anticipates it can contribute to further policy promotion.
