中文摘要 基于上海财经大学2019年千村调查数据和中国教育追踪调查数据,研究考察了异地中考政策限制及不同限制类型对随迁子女教育支出的影响,探讨了其与随迁子女群体内部教育公平的联系,并进行了一系列的稳健性检验及影响机制分析。研究结果表明:第一,异地中考政策限制对随迁子女家庭各类教育负担率均存在显著的负向影响,同时显著抑制了随迁子女的扩展性教育支出,而对教育总支出及基础性教育支出均无显著影响;第二,随着异地中考政策的限制程度不断提高,政策限制对随迁子女扩展性教育支出的抑制作用则越显著;第三,政策限制对扩展性教育支出的抑制作用在女孩、非独生子女、低认知能力子女、经济困难家庭子女等“相对弱势”群体中更为显著;第四,政策限制在长期内降低了家庭对随迁子女的教育期望,在短期内则直接限制了父母对子女的学业重视程度,进而减少对子女的扩展性教育支出。
英文摘要 Utilizing the 2019 Thousand-Village Survey and the China Education Panel Survey (CEPS), this study rigorously assesses the implications of the Immigration High School Entrance Examination Policy (IHSEE) on the educational expenditures for children of migrant families. It elucidates the correlation between the policy and educational equity for this population, while also dissecting the heterogeneity and underlying dynamics of its influence. The study presents several critical findings:(1)IHSEE restrictions have demonstrably lowered the educational burden rates across various categories for migrant children, exerting a pronounced effect on their outlays for private tutoring. However, these constraints have not markedly altered the aggregate educational spending or the foundational educational expenditures. (2)The suppressive impact of the policy intensifies congruently with the escalation in the stringency of its restrictions. (3)The policy's deleterious impact on expenditures for private tutoring is disproportionately greater among "relatively disadvantaged" groups within the migrant children cohort, notably affecting girls, children with siblings, those exhibiting lower cognitive abilities, and those from economically challenged backgrounds.(4)An analysis of the mechanisms at play suggests that the IHSEE restrictions attenuate familial educational aspirations for migrant children over an extended period, simultaneously curtailing parental involvement in their children's immediate educational activities, thereby leading to a reduction in investments in private tutoring for these children.
