篇名 偏鄉小學教育與地方創生的融合與共榮:實務案例研究

中文摘要 面對臺灣近年來的少子女化、人口老化課題,行政院積極提出地方創生政策。在探究地方創生政策執行過程中,位處偏鄉地區的國小,在108課綱實施之後,究竟可以扮演什麼角色與功能,值得加以探究。本文運用參與觀察及個案研究法,輔以五年與南投縣兩所國小合作推動南投縣學習型城市計畫之經驗,梳理不同學校與地方社群合作經驗與效益。研究顯示,偏鄉小校若能與地方社群或在地社區協力合作,不僅可以發展出差異化的辦學特色,同時也能為地方多元化的學習需求者提供另類的學習選擇機會,並為地方社會注入持續發展的動能。申言之,偏鄉小學的特色辦學對於地方創生「人口活力」可以發揮一定的功能,相關創新做法與政策值得持續探究與倡議。
英文摘要 In the face of Taiwan’s declining children and aging population in recent years, the Executive Yuan has actively proposed local revitalization policies. In the process of exploring the implementation of local revitalization policies, it is worth exploring what role and functions elementary schools located in rural areas can play. This paper will use participatory observation and case studies, supplemented with two elementary schools in Nantou. The study shows that if rural elementary schools can cooperate with local communities or local communities, they can not only develop differentiated school running characteristics, but also provide alternative learning options for local diversified learning needs, and inject momentum into local society for sustainable development. It is affirmed that the characteristic running of rural elementary schools can play a certain role in the “population vitality” of local revitalization, and relevant innovative practices and policies deserve continuous exploration and initiative.
