中文摘要 臺灣公民教育的教師教學與學生學習成就,持續推動革新與進展,並且在國家政策支持下,積極參與國民中學階段公民教育與國際成果的評估。本文旨分析2016年和2022年兩期國際公民教育與素養評量的公民測驗架構(簡稱ICCS 2016和ICCS 2022),以探索國際公民教育與素養調查因應全球宏觀社會變遷的連結和反思。研究結果指出,ICCS 2016回應了金融危機、環境可持續性、校園暴力和社交媒體興起等社會變遷與教育問題。至ICCS 2022的測量重點則是對焦於學生在全球化和多元文化的認識、青年為自己說話的權利、社交媒體素養以及國家安全與個人自由之間的矛盾。整體而言,ICCS 2016和ICCS 2022的測驗架構和題項,呈現出國際公民教育和素養日益關切全球社會轉型的不確定性,而且公民教育注重反映全球化脈絡下相關制度與文化的衝擊,因此,後續對於國中階段學生公民教育的革新與進步,仍須涵蓋關鍵之全球層次問題、技術和資訊對公共利益和呼應於年輕世代特點等議題。
英文摘要 In Taiwan, the junior high schools promote to engage in the participation in international achievement on the citizenship education by evaluating the teaching and learning outcomes. The purpose of this article is to show the civic assessment framework of ‘International Civic and Citizenship Education Study’ in 2016 and 2022 (abbreviation as ICCS 2016 and ICCS 2022) and to explore the international civic and citizenship survey for connection and reflection on the macro-social changes. The research findings point out that ICCS 2016 responded to the social and educational issues of financial crisis, environmental sustainability, campus violence, and emergence of the social media. On ICCS 2022, the assessment designed with focusing on the students’ awareness of globalization and multiculturalism, the youth’s right to speak for themselves, equipping the literacy on social media and the contradiction between national security and individual’s freedom. The assessment frameworks and items of ICCS 2016 and ICCS 2022 reveal the civic and citizenship education should counter to the uncertainty of social and global transformation over the world. To provide the civic and citizenship education react to the institutional and cultural changes under the context of globalization, the reform and progress of civic education for the junior high school students should cover the issues of vital global issues, the characteristics of young generation as well as the consequence of technology and information to the public good.
