中文摘要 政策执行是国家治理的基础。已有研究主要探讨政策执行为何偏离预定政策目标,而很少关注政策执行为何存在地区差异。以W、Z两市为例,采用质性研究取向的多案例研究方法,基于意义建构视角探讨随迁子女义务教育政策执行出现地区差异的微观过程发现,两市的政策执行差异是源于其政府执行者对国家政策的不同意义建构,即两市政府执行者首先定义了不一样的政策问题,然后创建了不同的原因故事,最后选择了不一样的解决方案。
英文摘要 Policy implementation is the foundation of national governance. Existing studies have mainly explored why policy implementation deviates from the intended policy objectives, and little attention has been paid to why there are regional differences in policy implementation. This article takes the two cities of W and Z as examples, and uses the multiple cases research method of qualitative research orientation to discuss the micro-process of regional differences in policy implementation of migrant children’s compulsory education from the perspective of sensemaking. This study found that the difference in policy implementation between the two cities stems from the different sensemaking of the national policies by the government implementers of the two cities, that is, the government implementers of the two cities first define different policy problems, and then create different causal stories, and finally choose different solutions.
